IPMAN advises FG on complete deregulation of petroleum sector

Yakubu Suleiman, national spokesperson of the Independent Petroleum Marketers Association of Nigeria (IPMAN), has advised the federal government to hasten up full petroleum sector deregulation to open up the market further.

Mr Suleiman gave the advice in a telephone interview on Saturday, as the country marked its 62nd year of independence.

He stated that full deregulation would help make the sector more stable.

The IPMAN spokesperson commended the federal government, especially the Nigerian National Petroleum Corporation (NNPC) Limited and the Petroleum Products Marketing Company Limited (PPMC) management and other stakeholders, for their constant support.

Mr Suleiman assured Nigerians of IPMAN’s commitment to an adequate continuous supply of petroleum products across the country.

Similarly, a financial consultant, Henry Ewa, advised the federal government to fully implement the Petroleum Industry Bill (PIB), which was signed into law in 2021.

Mr Ewa said the key objective of the PIB was to overhaul and transform the Nigerian oil and gas industry because of its significant impact on Nigeria’s economy.

“The PIB is to provide legal, governance, regulatory and fiscal framework for the Nigerian Petroleum Industry and development of host communities,” he said.

Mr Ewa also reiterated the need for Nigeria to urgently diversify its economy from making fuel the major source of income.

Somalia: Al-Shabab Fighters Kill Crew Drilling Well in Southern Somalia

Islamist militants from al-Shabab on Friday killed 12 people drilling a well in drought-ravaged southern Somalia, a local resident and official said.

The conflict between the al-Qaida-linked al-Shabab, which wants to implement a strict implementation of sharia, or Islamic law, and the central government has killed thousands of people since 2006.

Somali security forces say they have made gains on the battlefield in recent weeks while fighting alongside local self-defense groups, but al-Shabab has continued to conduct deadly raids.

The latest attack happened in the town of Gariley in the southern Gedo region when the militants attacked the crew at its work site, burning their bodies and drilling equipment, said Mahad Abdi, a local resident who visited the scene and counted the bodies.

The area is suffering from the Horn of Africa’s worst drought in 40 years, leading the United Nations to warn of a looming famine.

“I am very sorry that al-Shabab is causing such trouble for us while we are suffering from drought and lack of water in our area and we don’t want water 100 km away from us,” Abdi told Reuters.

Mahmoud Abdel Warsame, the mayor of Gariley, confirmed the death toll and said security forces also killed six al-Shabab fighters.

Al-Shabab has in recent weeks burned houses, destroyed wells and beheaded civilians in other parts of central and southern Somalia, residents say.

The attacks, and the group’s demands for tax payments despite the drought, have pushed some residents to take up arms against al-Shabab.

In a separate incident in the capital Mogadishu, al-Shabab fighters killed Mogadishu’s head of police, his two bodyguards and a police-based journalist, President Hassan sheik Mohamud was reported as saying on Somali National News Agency.

‎OPEC September oil output hits highest since April 2020: survey

The Organization of the Petroleum Exporting Countries’ (OPEC) oil output rose in September to its highest level since 2020, surpassing a pledged hike for the month, a Reuters survey showed today, Sept. 30.

OPEC pumped 29.81 million barrels per day (bpd) in September, up 210,000 bpd from August and the highest since April 2020.

The rise was driven by production recovery in Libya and Nigeria.

OPEC+ earlier approved a plan to ramp up oil output by nearly 100,000 bpd in September, of which 64,000 bpd was meant to come from OPEC.

However, OPEC+ decided to reduce crude output in October amid lower oil prices and economic recession fears. More cuts are expected in the next meeting.

Omineca commences drilling at Wingdam, British Columbia

Omineca Mining and Metals Ltd.’s [OMM-TSXV; OMMSF-OTCBB] 2022 lode gold drill program is under way, targeting the bedrock source of the rich placer gold found beneath the Lighting Creek valley at the 100%-owned underground Wingdam paleoplacer mining project in the Cariboo mining district of south-central British Columbia.

The drill program commenced at the Skopos target, located on the valley top, immediately to the south of the Wingdam mine portal. The program will continue at Mary Creek, located on geological trend northwest of Wingdam, which is another historic placer gold producing area with limited to no hard rock exploration. It is anticipated that the drilling programs will be completed by early November with assays to follow once received and compiled.

Skopos is a hydrothermal gold deposition target identified following a compilation and analysis of mapping and sampling data, previous drilling and new ground geophysical survey results for Induced Polarity and various magnetic signatures. The Skopos target is located approximately 900 metres south of the Wingdam mine in an area of heavy overburden cover with limited outcrop exposure. The drill program is designed to test a number of geophysical targets both within and adjacent to the Eureka thrust fault. The southwest dipping Eureka thrust fault marks the contact between the Barkerville Sub-terrane quartzites of the Ramos succession and the structurally overlying Quesnel Terrane strata consisting of less deformed, variably phyllitic, carbonaceous siltstones. The Crooked Amphibolite occurs as discontinuous, strongly deformed, metamorphosed, and altered lenses of ultramafic and mafic volcanic rocks along the Eureka Thrust.

Early observations in drilling at Skopos show visual indications of highly altered volcanic rocks with showings of finely disseminated to narrow intervals of massive sulphide mineralization. Indications of massive sulphide mineralization and variable alteration has been consistently noted in Skopos drill holes, e.g., a hole targeting an Induced Polarization Chargeability anomaly, flanking the north side of the Eureka thrust fault, contained massive sulphides intersecting altered Ramos metasediments in a section containing graphitic pelite zones. Not observed before, flanking to the north of the massive sulphides was an intensely sericitic bleached section cut by narrow quartz veins with pyrite and a trace of a silvery mineral, potentially arsenopyrite which is commonly associated with hydrothermal gold deposits. Approximately 1,400 meters of drilling in 7 drill holes has been completed at the Skopos target area. Logging and sampling are underway and will be sent for assay.

The Mary Creek targets occur in a similar geological setting as observed in the Skopos area and are located approximately 6 km northwest of the Wingdam mine. In this area, a historical sonic drilling program for placer gold intersected quartz veining with attendant pyrite and arsenopyrite mineralization in bedrock proximal to overlying overburden. Two targets will be drill tested where the mineralization was encountered in the sonic drill holes and has been correlated with recent geophysical survey results (IP and Mag), MMI soil sampling, and geological mapping conducted by the Company this season. Approximately 1,400 meters of drilling in 6 to 7 holes is planned to test the Mary Creek targets.

Omineca Mining and Metals Ltd.’s flagship Wingdam gold exploration and placer recovery project is located along the Barkerville Highway 45 km east of the City of Quesnel. The Wingdam Property includes mineral tenures totaling over 61,392 hectares (613 km²) and in excess of 15 linear km of placer claims, both encompassing the Lightning Creek valley where topographic conditions created thick layers of overburden, which preserved a large portion of a buried paleochannel containing placer gold-bearing gravels. Omineca also has an exploration and diamond drill program currently underway exploring for the potential multiple hard rock sources of the placer gold at Wingdam.

Emerita Resources drills 2.6% copper over 26.8 metres at IBW, Spain

Emerita Resources Corp. [EMO-TSXV; EMOTF-OTCQB; LLJA-FSE] reported additional assay results from the 2022 delineation drilling at the La Romanera deposit at its wholly-owned Iberian Belt West (IBW) project, Spain.

IBW hosts three previously identified massive sulphide deposits: La Infanta, La Romanera and El Cura. All deposits are open for expansion along strike and at depth. The company also announces that it continues to accelerate drilling at IBW where it has increased the number of drill rigs from 10 to 13. Presently, there are 12 drills on La Romanera deposit delineation and one rig continues to drill at La Infanta. Six drilling companies are engaged in the program.

Assay results have been received from two drill holes (LR019 and LR023) at the La Romanera deposit. Drill hole LR019 intercepted massive sulphide mineralization along section 6525E. The drill hole encountered the two lenses that comprise La Romanera deposit.

The upper lens was intersected at 302.0 metres down the hole and comprises 31 metres grading 0.2% copper, 0.5% lead, 0.6% zinc, 1.7 g/t gold and 37.4 g/t silver, including 9.7 metres grading 0.3% Cu, 0.5% Pb, 0.7% Zn, 3.4 g/t Au and 32.1 g/t Ag. The lower lens was intercepted at 345.7 metres, 18.9 metres below the upper lens, and encountered 26.8 metres grading 2.6% Cu, 0.5% Pb, 1.1% Zn, 0.3 g/t Au and 28.6 g/t Ag, including 14 metres grading 4.3% Cu, 0.8% Pb, 1.7% Zn, 0.3 g/t Au and 41.7 g/t Ag. Historical drills in this area, on the west side of the deposit, stopped short of the lower lens and only intersected the upper lens, which places this intercept outside of the historical resource area.

Both lenses are thick in this area of the deposit. The lower lens occurs west of and outside the historical drilling area. The massive sulphides comprise chalcopyrite, sphalerite, and galena and pyrite. The upper lens has high gold values, which has been observed in other drill holes drilled in this area and was not included as part of the historical assessment of the mineral resource deposit. The lower lens has very high copper values. This is the first intercept above 4% copper drilled in La Romanera either by Emerita or within the historical drill hole database. The nearest historic drill hole that penetrated the lower lens is about 100 metres west.

According to Joaquin Merino, PGeo, president: “We continue to extend the mineralized envelope at La Romanera. The historical drilling was done over a number of campaigns by more than one operator and the approach appears to have been inconsistent between campaigns and as the understanding of the geology evolved over time. In certain holes massive sulphides were identified but not assayed. Emerita is seeing high gold values in areas of the upper lens, for example, that were not sampled in the historic holes because visually they had lower base metal content. In other areas of the deposit, Emerita is intersecting two lenses where the historical database only has data indicating a single lens. We continue to accelerate the drill program and look forward to delivering a NI 43-101-compliant mineral resource estimate.”

To date, 33 drill holes have been completed on the La Romanera deposit, which is the main focus of the IBW program. Presently, there are 12 additional drill holes in the lab and 12 additional drill holes in progress at La Romanera.

GOP Rep. Buddy Carter: Biden’s Drained SPR and Now We Might Need It

On Thursday’s broadcast of the Fox Business Network’s “Kennedy,” Rep. Buddy Carter (R-GA) said that we now find ourselves in a situation where we might need the Strategic Petroleum Reserve for what it’s actually designed for, but the reserve has been drained by President Joe Biden.

Host Jackie DeAngelis asked, [relevant remarks begin around 1:35] “Obviously, supplies are going to be needed in Florida. This is the kind of thing that we keep the SPR for, emergencies within the country that are as a result of a natural disaster. If the situation worsens in Georgia, in the Carolinas, and all of a sudden, we find ourselves needing more supplies than anticipated when the administration and the President [have] allocated those supplies, essentially, to just bring the price of gas down as a result of high inflation, your thoughts on where we stand, as a country, going into this.”

Carter responded, “Well, that’s a great point. And that’s what the reserves are for, for emergency situations, not to bring down the price of gas so that you can bring down inflation, which is what the Biden administration has used it for. Now, we find ourselves in a situation where perhaps we are going to need it.”

Police have today advised the families of the 29 Pike River mine explosion victims that planning is under way to drill a further 10 boreholes – months after the years-long operation was officially concluded.

The decision to undertake further drilling at the mine comes after police consultation with an expert mine panel as part of the ongoing criminal investigation into the first explosion at the infamous West Coat coalmine on November 19, 2010.

Detective Superintendent Peter Read said the families spoken to today were surprised by the decision to undertake further borehole drilling but were grateful for the opportunity it offers in terms of evidence gathering.

Some families who have long-campaigned to retrieve the dead men trapped deep underground and also bring criminal charges remain hopeful that a prosecution is still possible.

“The previous borehole drilling operation, which ran from June 2021 to March 2022, provided Police with valuable information to inform our investigation into the underground activity that led to the first explosion at the mine,” Read said.

It comes after police revealed in March this year that the borehole drilling operation, which started in early 2019, had been wrapped up.

Eight sets of human remains were captured in imaging taken during borehole drilling.

Over the past four months, the police investigation team and the expert mine panel have been reviewing the gathered evidence.

Police now say the review has established that further borehole drilling is imperative to ensure the investigation team has all the necessary information to reach a definitive conclusion as to what led to the first explosion.

“The families of the 29 men lost at the mine have been waiting a long time for answers, and I’m very aware that in some respects this additional drilling operation could be seen as prolonging that wait,” Read said.

“However, I hope the decision also provides some reassurance to the families that police remain absolutely committed to finding out as much as humanly possible about what led to the first explosion at the mine.”

Police say they have had “preliminary conversations” with the Department of Conservation and are working through a formal consent process.

Minister Responsible for Pike River Re-entry Andrew Little, in November, would not be drawn on whether a prosecution was imminent with the police investigation ongoing.

The Pike River Recovery Agency (PRRA) completed its $50m re-entry of the mine’s access tunnel to try to recover remains and find any forensic clues last year.

But some Pike River families who lost loved ones, and had fought for years to try to get authorities to try and find their bodies, launched legal action to try to stop it from happening.

On Friday, November 19, 2010, about 3.44pm, an explosion ripped through the Pike River underground coal mine, followed by subsequent explosions. Two men made it out alive but another 29 were unaccounted for.

The Royal Commission on the Pike River Coal Mine tragedy found that the “immediate cause of the first explosion was the ignition of a substantial volume of methane gas”, but could only speculate on what might have triggered ignition.

WorkSafe laid charges against former Pike River boss Peter Whittall in 2013, but the case was dropped after a $3.4 million settlement was paid – a deal the Supreme Court later said was unlawful.
